sp;any law isnot absolutely by chance. There are special background and reasons forlegislation. From the view of economy, politics, andsocial development, this paper analyzes the background of Family PlanningLaw, as long as elaborates the process: the Chinese Government carried familyplanning into execution by state policy following by basic law, and establishedFamily Planning Law to makeclear that Chinese citizens are obligated and empowered to practice familyplanning. Still, in this paper, we inquire into some attention-gettingproblems during the course of legislation, such as, expression of procreationpolicy, the establishment of social compensation fee system, encouragement onfamily planning and social security system.
